No, not really. Most MS in Computer Science in Germany programs are in English. But if you know some German, it helps you in finding part-time jobs or talking to local people. For jobs after study, knowing German can be useful too.

Public universities in Germany don't charge any tuition fee. But you still have to pay a semester fee, which is around EUR 150 to 300. It's not 100% free, but still very low cost. Private universities are not free, and their fees can be quite high.
