Cut off and rank varies yearly depending upon number of students appearing in the examination, difficulty of exam and the highest marks scored, so to predict minimum rank is not possible, maybe you can check last few years rank and have a rough idea about the same.

It seems impossible to join mechanical degree course on the basis of electrical diploma course. Rather you can do one thing if you have maths at your +2 you can enroll yourself in AMIE. for degree course in mechanical. So many branches are there to opt.
