If you have secured an admission in one of IIMs, you should not worry about the minimum salary. Actually salary is the last thing you should worry about. Most people who join IIMs usually re-decide their career choices once they are exposed to the options. Hence for now, just focus on getting into the IIMs. Everything will fall in place later.

The fee structure is low in Germany. If you take admission in a public University, you may be expect no tuition fees at all or hardly 250-500 Euro per semester. An ideal estimate is around 70k to a lakh per year. This figure excludes living expense.
