As far as I know for Ph.D. you have to do some research and follow-ups yourself by contacting universities and the supervisors rather than depending on a counsellor to suggest you universities. You must be accepted by a supervisor first of all. Submit your profile, papers, publications etc. To such universities.

You can get. It will be competitive but chances could be there if you have a good profile overall. You must have some good projects and internships in hand, excellent recommendation letters, a very strong personal statement which sometimes carry a lot of weightage. You may try taking the GRE its not mandatory. German universities also considers publications and any research work, patent for MS admissions. If you have it all chances are there.
