For Diploma engineering, minimum qualification is class 10th only. So, you can take admission in colleges for getting admission in Diploma course after your 10th is completed.

No, every year nearly 1.20 lac candidates appear for Jexpo exam and there are few polytechnic govt. colleges that too require a good rank (5000 approx)
So, from my personal experience I can suggest you wait till 3rd round counselling (though I am not assuring you about your chances of getting a seat at govt polytechnic. Chances are very much less)
Instead of that, I suggest you focus on your preparation and next year try to score a decent rank within 3000(general) to get a govt college.
