B.Sc. Is a plain graduation in Science and Polytechnic Diploma is a vocational course. In terms of scope in private sector Polytechnic Diploma is a good option but B.Sc. Is considered always a higher qualification because it is a graduation. Hence, it depends on your interest and toy should opt according to your aim. If you are looking for a graduation and then higher education then go for B.Sc. Otherwise Diploma is good.

The fee structures of diploma or polytechnic is 1 lakhs 20 thousands roughly in 3 years. There are 6 semesters in 3 years. There are also TFW scheme available where you have to provide your family income, in TFW Scheme your fees became close to 56 thousands in 3 years roughly.
These fees structures are valid for WBSCTE(West Bengal state council of technical education) which provides diploma or polytechnic course in West Bengal. But in other states diploma or polytechnic college I guess there fees structures also more or less same as compared to WBSCTE's structures.
