Hello Rahul,
I think you cannot apply for BITS Pilani as the admission is for those who completed or going to complete 10+2 system . as diploma students don't have this, they will not satisfy the eligibility conditions. So, they cannot apply for BITSAT.

Usually score in the BITSAT exam is considered for admission. But board toppers of every state usually make it to BITS directly. But you have to score 75 % aggregate in maths / biology, physics, chemistry with at least 60 % in above mentioned subjects.

There are total 2 attempts to appear for BITSAT. So if you have missed then you can only appear in 2018.

No, you cannot attempt BITSAT twice in a year. You can appear for BITSAT in a year only once. So if you didn't get this year, you can appear in the next year only.
