I am just suggesting you randomly but you may seek professional help from any overseas counselors or you must check the university websites and communicate with them and do your own research before applying. No doubt, IIT's are the best but still civil and EEE branch is an excellent option in Anna University-Chennai, DTU-Delhi and BITS-Pilani, College of Engineering-Pune.
