Interior design coarses are a kind of professional coarses just like civil engineering. You can go for interior design coarses anytime during admissions after 12 as well as after you engineering also. First correction. USA only offers MS and not M.Tech. To be eligible to apply to MIT for any course , you need to hv a very strong profile in terms of overall development other than academic. To understand it better, read at the following link.
