Dear Ved,
Have you started looking out for universities for your Ph.D? If not, start looking and contacting them. The university you plan to apply to must be currently working on the research area you are interested to work. Email the department heads or supervisors to find out. That is the basic process for Ph.D

All the three institutes mentioned by you are equally good and thus, it will be very difficult to tell which one will be the best option. I would recommend you to get in touch with the alumni of the respective colleges and see what are their views regarding their colleges.

Dear Anil,
The fees, other than in Germany, is more or less the same in all countries, as far as full free ship goes the only country offering it to my knowledge is USA, where if you qualify you will get the entire course free including stay and travel. The competition for this will be very high, the next choice is Germany where fees and living costs are low and if you have above 75% in BE then you can try for scholarship where the fees can be waived off.

Dear Prashant Shah,
Both civil engineering and architecture are two completely different courses, though I accept that the outline of both courses are seen by many as same. It's a really good thought process stimulated by you. In architecture, throughout India, at least 20% of the syllabus is comprised of structures (civil engineering).

To go to USA, you have to crack TOEFL exam which is taken by the American universities to make post-graduation in USA and there is no M.Tech, it is called MS (Master of Science).

After having Diploma in CSE then it will be better B.Tech in CSE. This will give him a career in continuation with specific skills. Changing stream is not a good idea after completing Diploma with 60% marks.
