Siddhi, both are oposite to each other in many ways but if you do engineering you can still become a Event manager by studying management - MBA in Event Management. So if you even have slightest of interest in engineering go fir it and after B.Tech do MBA in Event management. A combination of the two is better for you than either of them individually.

As far as I know, anyone can enter Event Management. You do not require any specific stream knowledge to enter. But you could consider doing an Integrated Marketing Communication course or an Event Management course for more understanding. So, all the best.
