To be frank your SI score will be very low with these marks. IIT, Delhi takes into consideration all the marks and extra-curricular. Students even with good CAT score don't make it to next stage if SI score is low. So as per my understanding, it is very difficult to get in even 1st stage of the process with these marks if you are a general category student.

There are some basic books like Schaum's series and Denis Ritchie for the introductory knowledge and then believe me it's just practice and practice. You can either do it on online platforms like geeksforgeeks.com or hackerrank.com or any other similar and even if you want to head for up for some more literature. Also, 78% is a low percentile but the ultimate convert depends on the SI score which takes into consideration a lot of other parameters as well.

You have to firstly apply for JEE Mains and have to score good marks in the exam then you have to appear in JEE advance exam and have to score more than cutoff of IIT Delhi and having more than 75% in class 12th exam or be in top 20 percentile of your board then only you can get admission in IIT Delhi.

You have good chances to get a call from DMS IIT Delhi as sectional cut off is not considered here. Do apply for both the courses general management and telecom management. Good luck and prepare well.

Minimum score in JEE Mains is 275 to 300 and more and JEE Advance it will be nearly greater than 75% of total marks.
