I would suggest you to directly consult the colleges for admissions through on-campus procedures (management quota is different) as getting a college through online counselling is not possible. Also, try for admissions into private universities who have their entrances too.

You'll not get any IIIT. But you'll easily get an NIT of lower ranking with mining and similar non - technical branches.

Hello,
Hope you are doing well. No, you are not eligible for any IIIT because you don't have good marks for IIITs. Also, you are not eligible for NITs. Try for government colleges, you will definitely get one.

Yes, you'll easily get NIT Silchar with your desired branch (probably CSE).

Assuming you are from general, you'll not be able to get a seat in CSE or IT or such core branches in DAVV since this is a government college. Colleges prefer to have vacant seats rather than to have students with lower marks than their cutoff. Moreover, you can also prefer good colleges such as Acropolis, Medicaps etc.

Your MHTCET marks will not help you to get admissions in Madhya Pradesh. The best colleges in Madhya Pradesh are GSITS, Jabalpur Engineering College, MITS Gwalior, GECU Ujjain, RGPV Bhopal. You'll only be able to get RGPV Bhopal and GECU Ujjain with your marks.

No, you need a better rank in JEE Mains with your category to get into HBTU.
Kindly check other private universities with good rankings and their own entrance exams.
