MS is a research oriented course so after doing MS you will have a clear vision about research and your interest area. Most people have 2-3 good publication during MS, which make their chances of getting good Ph.D. much-2 higher. I hope you are doing well. There are 3 colleges in Madhya Pradesh who are giving admission in fire and safety technology. They are:
1 - IPS, Indore
2 - IES Institute of Technology, Bhopal
3 - Swami Vivekanand University, Sagar
But you have very less marks in JEE and it will be a little hard to get the admission because they mostly require higher marks than cutoffs. You can ask through their toll free numbers.

I hope you are doing well. If you are talking about the B.Tech branches i.e. CS or IT then you should start with IIITs as they are having CS branch and after that NITs are having CS branch.

It's not possible to tell whether you'll get admission in IISER or not, unless you are JEE Advance qualified. Clearing JEE Mains is not the criteria for admission in IISER.
