They have provided the opening and closing rank of last year's admission.
You can compare your rank and predict the colleges you might get.
There is no constant cut-off. Every year it changes but it is assumed that it will be similar as the previous year.

No, you're rank is far beyond to get you any NITs, so if you're looking forward to study in any good NITs then take a gap and prepare well for next year.

You're marks in JEE Mains is too low to get you any good colleges. So, I will suggest you to take a gap and prepare well for next year.

Both the choices you are considering are pretty well. So, you can approach in any direction, however I will suggest you to go for NITs only because government colleges do have bit of edge than a private colleges no matter how good it is. Best wishes.
