Overall conclusion is I don't know your this year JEE marks but according to my experience if you got 100+ this year and wants IITs or NITs then only think about taking chance this year also.

For admission into government colleges in Maharsahtra inspite of IIT and NIT, you need to attempt MHCET only. There is no other way out, however, you need to score very well in MHCET to get the top government colleges like COEP, VJTI, etc.

My suggestion is join a better college with your board exams and you can also go for some colleges that admit you based on both JEE main and board exam marks.
As you have wasted one year, you should not waste more time from now.
Pursue any degree, if you are willing to do engineering then do a b tech from an average college then work hard to crack GATE exam which is a tough exam that enables you to do M.Tech in a reputed institution like IIT. You can also do your M.Tech in BITS, Pilani and VIT like top universities if you can.
