It's very good to see your intention to go for BE through lateral entry after the completion of Diploma. Admissions under lateral entry are controlled by concerned state governments and these days are made online. So, for you to get your desired college, you need to get good marks in Diploma. This will only ensure that you get a college of your choice.

The eligibility differs from country to country, you must take the IELTS or TOEFL for English language proficiency requirements, you must have sufficient academic grades, some universities are more competitive than others. You can check this link below to have an idea:
