You must complete your Bachelor degree and must take the IELTS. There is minimum academic requirement but anything below 55% is not good. For IELTS, you must have 6.5. Please visit university websites for the university specific admission requirements.

It's good to know that you have not lost urge to study and acquire higher qualification. Yes you can join diploma on the basis of marks of 10th and I feel any topic of mechanical engineering orientation will be good.

You must look for a Bachelors degree but which course is one thing you will decide. Since the desired program must be relevant to your previous education pick carefully. Bachelor degree in mechanical or automotive etc. are relevant. For colleges and more courses, I will suggest you check this link

If you are a student of a central-funded university having CGPA of 8. Then, there is no need of GATE score for you. You can avail direct interview for M.Tech in IITs.
If you are among top 10 students at university level.no need for GATE score.
If you do have teaching (or any other in the field) experience of 2 years after B.Tech, then also no need for GATE score even for M.Tech/PhD/MS(research)programs in IITs.
If you are a sponsored candidate (i.e if your employer sponsors your education) no need of GATE score for you.

Actual production process or engine work is something many engineering graduates are not familiar with since hands on training is very rare. But many colleges have now Incorporated such practice in their curriculum. You can apply for and work in a company by way of apprentice. There is a scheme by which Govt reimburses the cost to companies. This perhaps is a way out for you.

M.Tech:
This is the course that most students pursue once they complete their engineering. This course has many takers because of the job opportunities that it has to offer. If you really want that edge over B Tech grads or you have set your eyes on becoming a lecturer, this course is highly recommended. There are two ways to get admission in engineering colleges. In first method, follow state govt's policy on lateral entry for admission in 2nd year. In another method, appear for CET of your state or JEE Mains for entry in 1st year of engineering in any branch.
