With an SC category rank of 4800 in JEE getting into top 25 NITs for CSE or ECE might be challenging, but it's not impossible. The cutoffs for this branches are usually lower for SC category students compared to the general category. However the exact cut off varies every year based on factors like number of applicants difficulty level of the exam and your specific NIT choices. It is best to check the previous years skirt of trends to use the official JEE counselling portal to get a clear or idea for your rank.

For those who want to pursue the B.Planning course specifically in Karnataka, NITTE University in Mangalore is offering a Bachelor of Planning (B.Plan) to students. For IITs, there is no home state quota, and admission is solely based on the All India Rank (AIR) in the JEE Advanced exam. You cannot apply for IITs through the Delhi state quota, as they do not have such a category.
For NITs, however, the home state quota applies. You must have completed your schooling (typically up to 12th grade) in the same state as the NIT to be eligible. In your case, if you are a Delhi resident and have completed schooling there, you would be considered for the home state quota at NIT Delhi and other NITs in Delhi

The admission of the NIT Surat Computer Science Engineering course will depend, as always, on the JEE Main rank; it varies yearly according to the number of applicants and seats available. Generally, the candidates from the general category need to score within the top 10,000 to get a desired admission in the home state quota.
Prospective students from the rest of India may need to get a higher rank than that, quite often within 5,000. For reserved categories, the rank cutoff is quite relaxed. Getting a percentile of 97 or more in JEE Main increases the chances of admission significantly.

With an OBC rank of 20,000 in JEE Mains, it is quite challenging to secure a seat in the Electronics and Communication Engineering (ECE) branch at top NITs, as the competition is fierce, and the cutoffs tend to be high for popular branches like ECE. However, there are still possibilities to get into some NITs with this rank, especially in lower-ranked NITs or through state-level quotas.

The possibility of getting an NIT in 100 marks is low but you can get it if you have state quota as well as your OBC category reservation. But there is still your medium level good chances of getting into nits.
You can get medium level branches in lower NIT's.
As top NIT'S have higher marks requirement of higher branches of CSE, IT, ECE.

Yes, you could appear for the JEE entrance test and apply to NITs, provided you have completed the 12th standard through the Assam State Open Schooling and your qualification is recognised by the authorities. Normally, a candidate should have completed the 12th standard with Physics, Chemistry, and Mathematics, and scored more than 75% (or be among the top 20 percentile in the board examination). It is advised to ascertain JBIC officials about the board's recognition status if you are to be considered an eligible candidate.

With a CRL rank of 159865 and an OBC rank of 53541, you are unlikely to get admission into a top NIT for a popular branch, but you might be able to secure a seat in a newer NIT for a less preferred branch using your OBC category rank; it's best to check the closing ranks of different NITs and branches on the JoSAA website to see your chances
