A percentile of 68 in JEE Mains 2024 is really a bad chance for getting into any NIT or IIT because the cutoff ranks for the best colleges are always far lower than 68. Nevertheless, you will have a decent chance for getting admission to some of the lowest-ranked NITs or one of the new IITs, based on branch preference and competition. One would be advised to look for some other engineering college with less admission criteria or again appear for the JEE Mains in the next session in case of improved rank. Opening and closing ranks keep an eye in counseling.

Yes, NITs will accept your improved score only if you have only 73% in your 12th borad. You are adviced to appear for improvement exams only if you are from general category as the minimum requirement to appear for JEE is 75% for general. But if you are from other category such as SC/ST, you need not to appear for improvement exam as you're already eligible for JEE. So the answer of your question is yes, the NITs will consider your improved score only and you're adviced to appear for improvement exam only if you're from general category.

Getting NIT IIT with rank 70785 wiill be very difficult.if you want you can go for these colleges -

IIIT Kottayam*: The closing rank for OBC category in CSE was 11,452.

- *IIIT Kalyani, West Bengal*: The closing rank for OBC category in CSE was 12,809.

  • *IIIT Dharwad*: The closing rank for OBC category in CSE was 12,152.

The closing rank for the ST category for the Artificial Intelligence (5 Years, Integrated B.Tech. and M.Tech.) programme at Sardar Vallabhbhai National Institute of Technology (SVNIT) Surat in 2024 is 1372. 
The JEE Main cut-off for NITs varies for different courses and categories.
The cut-off marks for general category students are usually higher than those for backward classes like SC, ST, and OBCs.

This gives a rank of 169470 in the General category, which is unlikely to give a seat in B.Tech Computer Science in any NIT or IIIT. The closing rank for IIITs usually is below 10,000 for Computer Science programs; some of the institutions are IIIT Gwalior, whose cutoff is at around 11,494. So, other engineering colleges or private institutions can be looked into that would accept higher ranks for admissions.
