Yes, NEET is obligatory for Indian students who want to practice in India after returning from foreign MBBS. If students don't qualify from NEET, they cannot register with the Medical Council of India (NMC).
NEET is not required for admission into foreign medical schools themselves. This would include medical schools in the USA or UK, where the requirements are high school grades, taking exams such as the MCAT (for USA), or UK college specific admission criteria.
This is an important distinction to make and provides assurance to students that they will be eligible to practice in India after extending their degree duration abroad.

Indian students need to complete one undergraduate degree in 4 years, usually Science, before applying to a U.S. medical school. A requirement to apply is the Medical College Admission Test (MCAT). The MCAT tests material in Physics, Chemistry, Biology, and Critical Thinking. Indian students also need to complete a residency programme, which lasts from 3 to 7 years, depending on the specialty, after medical school.
