Hello,
As you have completed your ITI, so by lateral entry you can take admission in 2nd year Diploma course. It will take 2 years to complete your course. Your admission will be on merit base. In government institutions fee is much nominal INR. 4000 or INR. 5000 rupees/annum. In private, it varies around INR. 15000 to INR. 25000 per annum. Good luck.

If you can afford doing MS from some reputed university outside India then go for it. In context of M.Tech in India, the main job opportunity if you are looking in private sector then M.Tech degree doesn't help much unless you are from structural engineering background. M.Tech from other specializations have a brighter future prospect in the field of research work or in the field of teaching.

Thapar Institute of Engineering & Technology is really a good choice for pursuing B.E. Civil engineering. You won't find such good placement in this particular course at any other university or institute other than Thapar Institute. Also, it's good in terms of better education, research and curriculum that make student ready for a successful career ahead. So, in my opinion, you must go for Thapar Institute.

I think you should go with RTU, Kotak Civil engineering than MBM Chemical Engineering because the chances of getting Government Jobs just after your undergraduate is more in Civil. Further, somehow college matters but in your case I think you should opt Civil Engineering. Also, both the branches are GAS so make your choice wisely.

If you have done Diploma after class 12th then you can definitely do BBA, but if you directly had entered into Diploma after class 10th then you are not eligible as BBA is a degree course and you need to pass 12th for doing BBA.
