No, as the degree awarded by them is not approved by UGC, AICTE or NCTE.

Yes, in every university, you have to first do bachelor's then you are eligible to do masters. The terms and condition of the university clearly suggest you to first get your bachelor's done then apply for masters. They even ask for marks in your bachelor and degree too.
