No, a 3-year BSc Computer Science degree from IDOL Mumbai University's distance education programme is not eligible for GATE CS Exam. You won't be eligible for GATE CS Exam with just a BSc degree. Only final year or passed out students of BTech, BE, M.Sc and MCA are eligible to apply.
However, you can prepare and get MSc CA or MCA from a good college/university now. After that, you will be eligible to apply for GATE CS.

NIT Arunachal Pradesh course admissions are based on merit and scores of entrance examinations. The accepted entrance exams for admission to undergraduate courses are JEE Main and DASA UG. The accepted entrance exams for admission to postgraduate courses are GATE, CCMT, IIT JAM, and others.
