See when your rank is low, then only thing you can do it is to apply for it and wait & watch for the cutoff. Not every time but some time cutoff may go little low compared to last few years but it depends on various factors.

Yes, you can take admission, but you have to clear you supply (compartment) before the month of August otherwise your name is cut.
