Admission to AIIMS for PhD in Hospital and hea;thcare management is entrance-based. It is based on the marks secured by applicants in the AIIMS PhD entrance exam. Yes, you are eligible to PhD after completing your Masters degree. You need to meet the eligibility criteria of the college you are looking for admission to its PhD course. There must be a need of entrance exam as well to crack the PhD. So, if you clear that, you can definitely do your PhD after your M.Voc. All the best.
