In Kashmir valley, the local doctors' association has opposed the UT administration's move to dilute the autonomy of government medical colleges (GMCs).

Local doctors association in the Kashmir valley has raised their voice against the UT administration's decision to reduce the powers of principals and delegate more powers to the bureaucrats. It is one of the first such decisions by the state government in the country.

The State Health and Medical Education Department have proposed to empower the administrators, administrative officers, and personal officers of the bureaucracy to look into the matters related to government medical colleges (GMCs) annual performance reports, employees, departmental enquiries, public grievances, vigilance cases, service records, planning and budget matters. The move will also empower them in monitoring the decision related to local purchase committees, chairmen of survey boards, training of non-gazetted employees, and all matters related to hostel premises and accommodation to staff and students among others.

The government proposal reads, “The hierarchical channel, pyramid for the Government Medical College, Jammu and Srinagar, for examining and routing the files and submitting the information to the administrative departments and concerned quarters shall be administrative officers, except policy decisions that shall be decided by the concerned principal.”

The Medical Faculty Association (MFA) has opposed the decision. The Association comprises a group of senior doctors of the government medical and dental colleges in Srinagar. They have termed this move as a "Clear infringement on the rights and jurisdiction of the executive heads of the medical institutions.”

“The proposal is against the best interests of patient care as the nuances of healthcare and medical education can better be understood by an administrative head from a medical background. It is likely to adversely affect the recognition of the courses at all levels,” said the Association.
