Yes you can apply. CMAT score of year 2018 is applicable for year 2018 admission.

There is no need for IELTS or TOEFL for the university.

The second session is only in Bangalore.
I guess it's done to reduce the number of students the panelists have to interview in a single go. The applicants are already too high, and thousands of people being tested and interviewed at a single time in few days would be too hectic.
