Yes, It is a very important criteria for Colleges. Every colleges sets it's criteria of Admission like NIT, IIT and other government colleges need 75% in 12th. Also, your 12th marks is asked by recruiters while placements.

Considering that u are a general quota student if u are having a rank somewhat between 5000 to 8000 then u have a good chance of getting CSE in NMIT.
And if ur rank is between 8000 to 10000 then you can get ISE if u want

This rank is a good rank but that will not get you VIPS even in the second shift.Its really difficult to get it even in the spot counselling but keep trying ,you never know it may happen by chance. but why do you need vips you can go

Yes you have sufficient rank and being from Delhi region will help you the most. Based on the previous year cut offs you can get these colleges.
