Though, there are not such specialized courses in Hospital Management in Kolkata, buy you can go for IISWBM, NSHM Knowledge Campus. Ask with the Alumnus there about the course pedagogy and return on investment.

There are no restrictions. If you have a good caliber, you will land up with a good job. MDIM is better than the newer IIM's as far as placements (ROI) and campus life are concerned.
