BCI proposes online database of law students, faculty & institutes
The Bar Council of India (BCI) wants to create a web portal to maintain a comprehensive online database of law students, teachers and universities, and also information and records of all the "advocates and the disciplinary cases".
BCI plans to charge a one-time fee from law students (Rs 100) and faculty (Rs 3000), which will be revised every three years. On changing the educational institution, law teachers will have to pay an additional amount of Rs 1000. The universities and colleges will be required to pay Rs 5000 as "per approval of affiliation", according to the BCI circular.
All law students, teachers and universities must deposit the fee latest by June 30, 2012. According to the BCI Secretary, the circular has been sent to the registrars of all the colleges and National Law Universities for their inputs. The proposal is said to be at a nascent stage and BCI is looking to hire IT professionals to take care of the technology aspect of the portal. The construction of such a portal will ensure transparency in terms of inspection of legal institutions.
BCI observed that some names are appearing as faculty in multiple law colleges simultaneously, and people are practicing across the country by obtaining fake degrees from institutions not approved by BCI.
