Haryana Chief Minister Manohar Lal Khattar, also the finance minister of Haryana, tabled his first-ever budget for the year 2020-21 with an expenditure of Rs 1.42 lakh crore. His budget emphasised a lot on the education sector. He increased funds allocated for the education sector by 28 per cent as against last year. Khattar also introduced a series of steps with an objective to augment quality education in the state.

Steps taken by the Haryana government for the education department

  • Restoring Board exams for Class VIII students,
  • 4,000 playway schools,
  • No tuition fee in educational institutes up to post-graduation (for those families whose annual income is below Rs 1.80 lakh),
  • Free bicycles for students from Scheduled Castes who take admission in Class 9th or 10th in villages where there is an absence of high school or senior secondary school,
  • As a part of the Mukhya Mantri Saksham Chatravriti Yojana, students attaining more than 80 per cent marks in Class 5th will get a scholarship of Rs 6,000 as compared with the current Rs 1,500 scholarship in Class 6th, 7th and 8th.
  • For children of working women, the state will open more than 500 creches.

In Budget Estimates 2020-21, the total spending has been projected to jump to Rs 1,42,343.78 crore from last fiscal’s Rs 1,32,165.99 crore — a rise of 7.70 per cent. The government’s revenue receipts are likely to surge by 15.96 per cent in BE 2020-21 to Rs 89,964.14 crores from Rs. 77,580.73 crore. The government also made a beginning towards becoming a paperless Vidhan Sabha. To this effect, Lenovo Tablets were given to all the MLAs of House and senior officers who were present in the officers’ gallery. The tablet was preloaded with budget copies. For your information, Himachal Pradesh Vidhan Sabha is India’s first paperless Vidhan Sabha known as eVidhan.
