NEP 2020: Three Years On, HECI still in Drafting Stage

As per the latest update shared by the Education Ministry in the Lok Sabha, the Ministry is in the process of drafting a Bill for establishment of the Higher Education Commission of India.
One of the major recommendations of the National Education Policy 2020 was creation of single regulatory body thus bringing in the biggest and most needed reform for the education sector, is yet to see the light of the day as it is still in Drafting stage.
Despite repeated promises to bring the proposed Higher Education Commission of India (HECI) Bill, which would lead to creation of HECI. The HECI will subsume the University Grants Commission (UGC) and All India Council for Technical Education (AICTE) as well as NCTE.
As per the latest update shared by the Union Minister Dr Subhas Sarkar, the Ministry is in the process of drafting a Bill for establishment of the Higher Education Commission of India.
While replying to a question on whether the Government has brought about structural changes and policy frameworks in functioning of Higher Education Council of India, in place of University Grants Commission (UGC), Sarkar informed that the National Education Policy (NEP) 2020 envisions setting up of a Higher Education Commission of India as an umbrella body with four independent verticals to perform distinct functions of regulation, accreditation, funding, and academic standard setting. Accordingly, the Ministry is in the process of drafting a Bill for establishment of the Higher Education Commission of India.
The proposed HECI structure includes four different verticals, National Higher Education Regulatory Council (NHERC), National Accreditation Council (NAC) for accreditation, Higher Education Grants Council (HEGC) for funding and General Education Council (GEC) for setting academic standards.
