UGC has stated that committees dealing with cases of discrimination should also include members belonging to SC/ST/OBC category.

The University Grants Commission (UGC) has issued a circular asking all higher education institutions to ensure the prevention of caste-based discrimination. It has also asked institutions to ensure its faculty members and officials deal with cases of discrimination in a sensitive manner.

Issuing a circular to prevent caste-based discrimination in universities and colleges, UGC has asked all the higher education institutions to ensure that the officials or faculty members should desist from any act of discrimination against SC/ST students on grounds of their social origin.

It has also suggested universities and colleges develop a page on their website for lodging such complaints of caste discrimination by SC/ST/OBC students and also place a complaint register in the office of the Registrar/Principal for the purpose.

“If any such incident comes to the notice of the authorities, action should be taken against the erring official/faculty member promptly,” reads UGC Circular.
The University and it's constituent/affiliated colleges should ensure that no officials/faculty members indulge in any kind of discrimination against any community or category of students.

It has also stated that the University may constitute a committee to look into the complaints of discrimination received from the SC/ST/OBC Students/teachers and non-teaching staff. It states: “The Committee shall also include members belonging to SC/ST/OBC category.”

It further reads: “You are requested to advise the officials/faculty members of your university/institute to be more sensitive while dealing with Incidents of caste discrimination. The above instructions should also be circulated to all the constituent and affiliated colleges of your university for follow-up action.”
