As per the UGC guidelines, HEIs may create up to 25% supernumerary seats for international students, over and above of their total sanctioned enrolment

In a move aimed at enhancing the global appeal of Indian higher education institutions, the University Grants Commission (UGC) has issued a public notice directing Vice-Chancellors, Directors, and Principals across all universities and colleges to create supernumerary seats for international students in both undergraduate and postgraduate programs.

This initiative aligns with the National Education Policy (NEP) 2020, which emphasizes the internationalization of higher education to make it more globally relevant. Recognizing the growing opportunities to attract international students, academics, and funding, many Indian higher education institutions (HEIs) are now committed to expanding their international outreach.

Under the newly framed guidelines, HEIs have the flexibility to create up to 25% supernumerary seats for international students, in addition to their regular enrollment quota. This move is expected to facilitate smoother admissions for international students and create a conducive environment to attract them to Indian HEIs.

UGC's directive urges all HEIs and their affiliated colleges/institutions to implement these guidelines earnestly, emphasizing the importance of embracing internationalization in both letter and spirit. The guidelines, originally circulated in September 2022, outline the framework for admission and the creation of supernumerary seats for international students.

By adopting these guidelines, Indian HEIs aim to position the country as a preferred destination for international students, further enriching the diversity and academic environment of higher education institutions nationwide.
