
According to two notifications issued by the Orissa High Court on February 17, none of the 83 judicial officers who appeared for the exam, including senior civil judges, chief judicial magistrates, and even an Additional Registrar from the Supreme Court on deputation, managed to qualify.
In an unexpected development, no candidates passed the written examination for the Odisha higher judicial services, leaving 45 district judge vacancies unfilled across the state. The examination, conducted on January 5, 2025, aimed to recruit judges from within the judiciary and practicing lawyers but resulted in zero successful candidates.

The legal community also faced a similar outcome. Out of 283 lawyers who took the exam to compete for 31 advertised positions, not a single candidate met the qualifying criteria. Additionally, a notable number of lawyer candidates were absent on the exam day.
This situation raises concerns amid a growing backlog of over 1.9 million cases pending in Odisha’s district courts as of January 31. The courts are already struggling with a shortage of judicial officers, with only 840 judges in place against a sanctioned strength of 1,041.
