The Supreme Court has asked the NMC to respond to a plea by FMGs from Kerala and Tamil Nadu over the delay in starting their compulsory medical internships, even though they have cleared the FMGE exam after studying abroad.

Supreme Court Notice on FMGE 2025

The Supreme Court has issued a notice to the National Medical Commission (NMC) over a plea filed by Foreign Medical Graduates (FMGs) from Tamil Nadu and Kerala. The plea has been filed challenging the 'arbitrary and unreasonable action' on NMC and other state authorities for delaying the  Compulsory Rotating Medical Internship (CRMI) process for Foreign Medical Graduates (FMGs) from Tamil Nadu and Kerala. 

The Association of Doctors and Medical Students (ADAMS) and other Foreign Medical Graduates (FMGs) from Kerala and Tamil Nadu filed a plea urging the Supreme Court to instruct the National Medical Commission and the state authorities to immediately start the internship process (CRMI) and give slots to eligible FMGs.

After finishing their medical studies abroad, the petitioners came back to India to work in the healthcare system. To practice medicine here, they cleared the Foreign Medical Graduate Examination (FMGE) conducted by the National Board of Examinations in Medical Sciences (NBEMS). 

As per the media reports, the petitioners hold the provisional registration with their respective state medical councils and have fulfilled the eligibility criteria required to commence CRMI as mandated under the National Medical Commission (Compulsory Rotating Medical Internship) regulations, 2021. 

The petitioners conveyed to the Supreme Court that while most states have started the internship process for FMGs, Kerala and Tamil Nadu have not started the process, even though the FMGE results came out over six months ago. They said they have been left in uncertainty and distress, as no internship notification has been issued since January 2025.

Q: Β  Will FMGE pass certificate be issued online or offline?
A:

FMGE pass certificate are issued offline. Those who qualified FMGE June session 2025 will have to be in-person at the office of NBE to collect the certificate. 

The authorities will issue FMGE certificates in offline mode only. Students are advised to download the certificate from the official website. The official dates for FMGE certificates for June session are yet to be out and it will be updated once it is out. 

Q: Β  When will NBE distribute FMGE passing certificates?
A:

NBE issued the FMGE June 2025 pass certificates schedule around a month after the declaration of the result. Students can now download the passing certificate. Candidates have to collect the pass certificates in person from NBE's office within the given timeline by exam conducting authorities. 

 

Q: Β  What is exam timing for FMGE 2025?
A:

FMGE 2025 exam will be held in two shifts. The morning shift will begin at 9 am and afternoon shift will begin at 2 pm. According to FMGE 2025 exam pattern, FMGE 2025 question paper will comprise a total of 300 questions, divided into two parts. Candidates will be given 2 hour and 30 minutes to answer each part of FMGE 2024 question paper. As per the marking scheme, candidates will get +1 mark for right answer. There is no provision of negative marking in the exam. The exam is scheduled to be held in computer-based mode.
