The Apex Court declared that the stipend amounting to INR 25,000 per month to Foreign Medical Graduates completing their internship shall be paid by five medical colleges situated in Ranchi, Dhanbad, Dumka, Hazaribagh and Palamu as per the NMC circular issued on July 12, 2023. 

FMGE Stipend for Internship

The Supreme Court (SC) has ordered five Jharkhand MEdical Colleges to pay stipend for FMGE internships to students completing their internships at their medical institute. These five medical colleges, situated in Ranchi, Dhanbad, Dumka, Hazaribagh and Palamu, have defaulted in payment of FMGE internship stipend to the FMGs of their institution. The Apex Court directed that INR 25,000 per month shall be paid to Foreign Medical Graduates (FMGs) as per the National Medical Commission (NMC) circular issued on July 12, 2023. 

As per the NMC circular, all FMGs are eligible to receive a stipend, equal to the Indian Medical Graduates, by their respective institutions. However, despite strict guidelines, the five medical colleges in Jharkhand refused to pay the stipend. 

FMGE Internship News: Students Urged SC to Interfere 

Some Indian students studying medical courses in Ukraine had to return to India because of the Russia- Ukraine conflict, leaving their internships incomplete.  Following the NMC's directions, these students were placed at Rajendra Institute of Medical Sciences (RIMS) Ranchi, Shahid Nirmal Mahto Medical College and Hospital (SNMMCH) Dhanbad, Phulo Jhano Medical College and Hospital (PJMCH) Dumka, Shaheed Bhagat Singh Medical College and Hospital (SBMCH) Hazaribagh and Medinirai Medical College and Hospital (MMCH) Palamu, to finish their internships.

However, these institutions allegedly refused to pay the stipend and forced students to sign undertakings stating that their internships would be unpaid. This left students with no options but to reach the Supreme Court to interfere in the subject matter. 

During the hearing of writ petitions filed by FMG interns, the Supreme Court of India presided that they received a stipend equivalent to that of MBBS (Indian Medical Graduate) interns. The court further warned that failing to comply with the NMC regulation could result in adverse effects for those involved colleges and universities.

As per the NBE report on Institute wise performance in FMGE-2023, the FMGE passsing rate of MBBS students from Northern State Medical University is 18.77%. Of the 650 students who pursued MBBS from Northern State Medical University only 122 cleared the FMGE test in 2023. The FMGE passing rate is expected to increase from 2025 as most of the students who will give the exam from 2025 will be those who had qualified NEET exam because qualifying NEET was made compulsory for MBBS abroad in 2018.
