NEET PG: Bihar Govt Cuts Bond Period for Medical PG Doctors to Two Years, Eases Recovery Rule

Resident doctors and medical associations had repeatedly sought a change in the bond policy, calling the earlier rules harsh and impractical.
The Bihar government has decided to reduce the mandatory bond service for NEET PG doctors from three years to two years, giving long-awaited relief to medical postgraduates in state-run colleges.
The decision was cleared in a cabinet meeting chaired by Chief Minister Nitish Kumar. Officials said that if a doctor skips the two-year service, the government will now recover only the bond amount, not the salary or stipend received during training.
Resident doctors and medical associations had repeatedly sought a change in the policy, calling the earlier rules harsh and impractical. The new order is expected to make the bond system easier to comply with and reduce disputes over recovery.
The cabinet also cleared several other welfare decisions for students and employees. Bihar govt has also decided to increase scholarship for school students of classes 1 to 10, it has been doubled. Class 1 to 4 students will get ₹1,200 per year instead of ₹600, students in classes 7 to 10 will get ₹3,600, which was ₹1,800 earlier.
Compensation of ANMs workers in cities has been increased from ₹11,500 to ₹15,000 per month, with five percent annual increment. Bihar government also approved 6,162 new posts across departments and increased the dearness allowance of state employees from 55 to 58 per cent.
Students entering colleges or who are in colleges will get interest free education loans up to ₹4 lakh. Unemployed graduates between 20 and 25 years of age will receive a monthly allowance of ₹1,000 for up to two years.
Officials added that Bihar’s decision brings its NEET PG bond policy closer to other states that have already shortened compulsory service for postgraduate doctors.

The qualifying/ cutoff percentile for NEET PG can be lowered if there are not enough candidates for the counselling process. Such decisions will be taken in consultation with the Medical Council of India and will be informed to the test-takers via an official notification. In 2023, MCC had reduced NEET PG cut off percentile to zero for all category for stray vacancy round counselling. MCC had reduced cut off for 2024-25 session as well. Reduction of NEET PG cut off depends on many factors including number of vacant seats to be filled up.
