NEET PG Counselling: SC issues directions to curb seat blocking, suggests stringent admission rules
SC has issued directives in order to overall NEET PG counselling process. In an order the court suggested some stringent measures including severe punishment for seat blocking. The court was taking up issue of seat blocking in NEET PG.
Supreme Court has issued a series of directives in order to maintain transparency during seat allocation in NEET PG exam. While hearing a plea of seat blocking during counselling process, the bench, comprising Justices JB Pardiwala and R Mahadevan on Thursday, May 22, 2025 suggested stringent measures in order to prevent such malpractice during counselling. The court also suggested some measures to prevent seat blocking in NEET PG counselling and to maintain fairness in whole admission process.
"Seat-blocking is not merely an isolated wrongdoing—it reflects deeper systemic flaws rooted in fragmented governance, lack of transparency, and weak policy enforcement," the court said on Thursday.
As per a report in Live law, the Apex Court has suggested following measures to make counselling and admission process a fair game for each and every individual:
- Implement Nationally Synchronised Counselling Calendar
- Make pre counselling fee disclosures mandatory by private/deemed university
- Establish Centralised Free Regulation framework by NMC
- Allow candidate to upgrade window after round-2
- NMC must disclose all data including raw score, answer keys and normalization formula to maintain transparency
- Have provision of stringent penalty for seat blocking
- Implement Aadhaar based seat tracking

NEET PG counselling is conducted by Medical Counselling Committee (MCC). The counselling is held online for seat allotment. It must be noted online registration and choice declaration is mandatory to participate in the counselling process. Candidates are advised to keep a track of official website of MCC to know all the updates regarding seat allotment proces.
