As per the official notification, the online portal for submitting fresh applications will be open from July 15, 2021. 

The University Grants Commission (UGC) is inviting applications from all eligible Higher Educational Institutions (HEIs) entitled to offer Online Programmes without prior approval of UGC. The Open and Distance Learning Programme and Online Programs Regulations, 2020 were introduced by the UGC on September 4, 2020. As per the official notification, the online portal for submitting fresh applications will be open from July 15, 2021.

The notification stated that University Grants Commission has notified the University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020 on September 4, 2020 in the Official Gazette of India. Further, UGC (Open and Distance learning Programmes and Online Programmes) (Amendment) Regulations, 2021 have been notified in the Gazette on July 1, 2021. HEIs can visit the official website of UGC to check these regulations. 

The Higher Educational Institutions can check the fee structure for submission of applications for recognition/entitlement of Open and Distance Learning (ODL) or all online programmes and assessment of CIQA report below:
A. One-time registration fee
Rs. 25000 + GST as applicable
B. Open and Distance learning Programme (ODL)
Starting of Programmes - Rs 10,000 per programme, subject to a minimum of Rs 50,000 + GST as applicable
C. Online learning Programmes (OL)
Starting of Programmes - Rs 15,000 per programme, subject to a minimum of Rs 75,000 + GST as applicable
D. Assessment of Centre for Internal Quality Assurance (CIQA) Reports (Annual):  Rs 50,000 + GST as applicable
