Yes, you can still apply for M.Com from IGNOU even if your graduation degree shows “ER” (Essential Repeat / Enrolled Result / Backlog) — but there are a few important points to note:

IGNOU Eligibility for M.Com

• Basic Requirement: You must have a B.Com, BBA, or other recognised bachelor's degree from a UGC-recognized university.

• Percentage/Grade: IGNOU generally does not have a strict minimum percentage requirement for M.Com.

• Result Status: IGNOU requires that your graduation degree is completed and recognized.

Impact of “ER”

• ER means you have a back paper / result pending in your undergraduate degree.

• IGNOU usually requires the final graduation certificate / mark sheet at the time of admission or before registration confirmation.

• If your ER is still pending, you may not get admission immediately, because proof of degree completion is needed.

• If ER is cleared later and you submit the updated certificate to IGNOU, your admission can be regularized.

It depends a bit what you mean by “with CA”  because Institute of Chartered Accountants of India (ICAI)'s CA qualification is not a traditional “degree course” offered by a college/university, but a professional certification course which candidates register for independently.

What “CA” means — and why no college “offers CA” as a degree

CA is governed by ICAI, not by universities. To become a CA, you register with ICAI (through Foundation route after Class 12, or via Direct‑Entry if eligible). 

That means no college or university can confer a CA “degree.” CA qualification is separate from university degrees. This is also why many CA aspirants do a B.Com (or related degree) alongside CA the degree is from a university, CA qualification from ICAI.
