Actuarial exams are conducted twice a year typically May and November are the months when actuarial exams are conducted by the IAI. Examination dates for the upcoming diet are posted on the Institute website.

Master of Arts in Economics or MA Economics is a 2-year full-time or distance learning post-graduation programme to sharpen student's dexterity in areas of finance and management. The minimum eligibility criterion required for Master's degree is 50% aggregate in Bachelor's degree in any discipline. So yes, you are very much eligible for the course.
