Perhaps, you can, but how will you manage attendance in both colleges? I would advise you to complete B.Sc with very good marks and then go for animation.

USA is better, because the infrastructure there is better. But, make sure you study in a college that has proven results. You can't be a successful animator, if you don't really work hard.
Canada is also a good option and Gobelins in France is also good.
