University of Oil & petroleum Dehradun Uttarakhand is best college fit to your requirements, Depending what you are intended to do, means you have to select line first, there is nothing called guarantee of job placement in aviation, some luck may be your side when you appear for job interview it is totally depend on your performance.

Yes, any training is beneficial for the learners, once you know foreign language then it becomes an added advantage, no agency can offer you 100% placements.

What is your age & your career plan, and how is your financial backing? I am asking this because I want to understand what you are going to achieve with certificate course which may give you mare job. What are you academic qualifications?
You need to get relevant course of your choice first based on your qualifications.
If you are science scholar with PCM, you may do Flight Dispatcher or flight operations manager course.
If you are graduate, you may pursue MBA in aviation from university of petroleum and gases or any other course which fits to your pocket and interest of field.
If you find that investment in your qualifications is constraint please you may get any regular qualification like accounts, HR, housekeeping safety management and work with aviation industry. Aviation course in India is generally costly to be equipped
