You haven't specified if this query is regarding any particular college, but it depends on the admission criteria, usually candidates can fill application form online, and if it's based on the merit of the qualifying examination, then merit list is prepared accordingly and further candidates need to verify the important documents, and pay the requisite fees, if it involves any entrance exam, then you have to appear for that and if you pass the cut-off then accordingly you have to follow the further process of counselling/interview and document verification, and similarly you have to submit the fee as well.
