Hi,
For DU, Generally the admissions are based on merit. And the cut offs are really very high (90% plus). I do not know how much percentage you got in Class XII. For Some Subjects DU has Entrance Exams. For 2019 Admission Process has started already and it is going to close very soon. You can try for IP University or any Private University.

No there will be no deduction if you apply for english hons in SBSC. Either if you are a Science student or a commerce student.

Yes, you can do BA Honors in English after studying commerce best college in India for English honors is Saint Stephen's College know, if you are interested in doing English, then it won't put you in any demerit you can go for it for sure.
