If you're not able to receive OTP while applying at JEC Jaipur, try resending or reloading the sent OTP. Wait for atleast 15-20 minutes or change the current netword settings. If this does not fix the problem of OTP not getting loaded, try using a different Email Id or phone no.

No, candidates can also apply through merit or qualifying exam scores such as Class 12 scores provided they complete the course eligibility. Though the university also gives preference to students with JEE Main scores and candidates should appear for the exam and score well for the best chances at gaining admission.
