Universities can be compared on following basis :

1. Quality of course structure - Both universities have a good curriculum for Masters program. SAU has an extra 6 months project under the guidance of one faculty member. That's a plus, if you want to learn the basics of research and specially helps you learn softwares like Matlab and Latex.
2. Faculties : Both the universities have good and well qualified faculties. But SAU faculty members are more inclined towards there own research work.
3. Study Environment : Not sure about DU but SAU has a amazing study environment giving you all possible facilities. One to one interaction with faculties, study rooms, library and a good group of students always having a healthy conversation.
4. Brand Value : DU has a much more brand name compared to SAU. And almost everyone knows about it. On the other side, SAU is a new university and growing at a slow pace with a few number of courses available. A new campus of 100 acres in Delhi will soon be a attraction with introduction to new courses and greater density of students.
5. Culture : SAU has a unique culture as students of SAARC countries study, live and celebrate each moment together.
6. Placement : There is no placement cell in SAU till date as it focuses more on research than job oriented courses.

The tuition fees at Indian Academy Degree College are generally higher compared to Bangalore City College. While the average annual fees at Indian Academy Degree College stand around 61,700, the tuition costs at Bangalore City College vary depending on the course you had selected. Also it is not true for all the courses as many higher courses was charged more as compared to normal courses so it was not always fixed.

Also some famous and named colleges in Bangalore also charge high that can also go beyond the Indian Academy Degree so in that way it was not much fixed or decided. At the end it all depends on which college and in which specific branch you are gonna choose so that's it according to my knowledge.
