Extremely effective. Programs such as Rajasthan's iSTART and MeitY's Entrepreneur-in-Residence have lit a fire of thousands of startups in Tier 2 and 3 cities. Such places as EDII Ahmedabad also provide incubation support networks and training in Tier 2 and 3 cities, replicable models of local development and innovation.
